Skill gain slower closer to 700?

Hey guys, I was just wondering if this applies to this server? For example if you have 6x gm and 50 animal taming would it be harder to go from 50-100 as opposed to if someone was a new character with 50 animal taming and pretty much 0 everything else. Thanks
