Problem using skill scroll

I'm new to UOF and I'm trying to understand how the +1 skill scrolls work. From what I found out in game, they will give you a +1 bonus to the specified skill which does not count towards your 700 skill cap.

My problem is using a +1 swords scroll on my character who uses swordsmanship. When I double click it, I don't have an option to use it (although I used a +1 peacemaking scroll without problem on another character). I thought it might be because I was already at 100 swordsmanship and my cap is still 100. So i lowered it to 98 and gave it a try and it still won't work. Does anyone know what I'm doing wrong?

There are power scrolls and skill scrolls. They are different.

Powerscrolls are what bump up your skill cap. Skill scrolls just raise skill and nothing else, but always within the confines of skill caps. You probably are at your 700 skill cap and no other skill is turned down so Swords won't raise up. There are no powerscrolls for PvP skills (Lumberjacking is a slight exception but having more than 100 skill does not provide PvP benefits). So you will never have higher than 100 Swords.

Powerscrolls are another beast and it's probably worth searching for a thread about them. I thought I saw a guide about how they work somewhere.

I'm familiar with PS from back when I played. The thing is, I have a couple skills with 50+ stats turned down, so that's not the problem, and I'm attempting to use a +1 swords skill scroll, not a PS. My swordsmanship is at 98 and turned up, I am at my 700 cap, but i have skills turned down. Also, I have my "show real" activated, so i'm not basing it off of stat-related skills. Any ideas?

Edit: But I suppose if it still counts towards the 700, then there's not a whole lot of a point to using it since swords is so easy to gain on its own.
