Plot locations. Should be fairly evident it's directed towards new players that don't have an eye for placement locations. He's offering a service.
At least that's the common sense that I took from it.

Yes but I have a lot of big ones. Ones that I usually act like I will sell but end up giving away. Newbs are always looking for non-max plots bigger than your average 7x7
