Understanding Hues for drops, etc

So i may just be a color blind fool -- but I see people all the time posting "Hue 1232 colored sandals for 200k"

What I want to understand is
1. How do you know the actual hue code when you loot/make something.
2. How does one know what is considered a "Rare" color for sandals, cloaks, robes, etc... I understand pure white. or pitch black. But this special shade of blue, or rare shade of red. How do you figure this out? as it seems to be profitable to know it.

It is the one thing in UO i've never understood.

In Razer, go to "Display/Counters," then "Add" on the left side, new window pops up and you select: "Target" and then target the sandies or cloth and go back to that window for the hue #.

Rare sandies correspond to the tier of the cloth.

what about items that drop from mobs, like mages, orcs, etc?
