Skill Cap?

What is the, show real, skill cap in regards to using power scrolls and skill scrolls?

700, 705, 710, 715, 720..... No one knows?

The first ps that breaches the 700 mark increases your total skill cap by that amount. So if you are 7x and you use a 120 smithy scroll, you will have a new skill cap of 720, but only that one skill can use the extra 20. If you the use a 120 mining ps, you will have to take 20 points from other skills to be able to gain the 20 in mining.

Anyone correct me if I am wrong.
