Seems like some sort of skill gain aid, is that correct? or is it just a young/new player magnet?

I am familiar with Deposit, Withdraw, Balance, but this is the first time I've seen "Credit" used. How does credit work here? I now have 70K + of CREDIT now, lol from saying it at the bank. I tried searching WIKI and here but did not find any info, any help with this and other shard specific...
