I think this is pretty balanced. Casual PKs will still have the same price. Only the worst offenders will be paying more. Have you ever been part of an open discussion about PK penalties here? It isn't pretty.

The penalty will still be much larger than before for the the worst PKs. The ones killing relentlessly are already at the 100k cap.

Staff will not tell you how many of an item exists on the server. We just ignore those kinds of questions. Furthermore, if you ask them in the first place, you are more likely to be ignored in the future when you have legitimate questions. A good way to make it to my get ignored in IRC list...

I wanted to make factions kewl. Once people see what this relic does and what the flag does, I think they'll want to grind out some faction stuff.
